What This Plan Is and Why It Matters

In 2025, CADRE’s Board of Directors and Executive Leadership embarked on a strategic planning process to chart the organization’s course through 2030. The process asked four core questions: what adaptive leadership CADRE needs to navigate a shifting social, political, educational, and philanthropic landscape; how CADRE’s parent-led organizing model and theory of change can be amplified to solidify its position as a leader in educational justice; what systems change drivers will advance CADRE’s mission of ensuring all children are rightfully educated regardless of where they live; and how CADRE deepens and expands the organized parent power that remains its most essential and irreplaceable asset.

The process was thorough and participatory: bi-monthly strategy sessions with CADRE staff, executive leadership meetings with the Board, focus groups and interviews with CADRE parents, surveys and interviews with staff and consultants, coalition partner surveys and interviews, and funder interviews all fed into the plan.

• Vision: Schools that respect and cultivate the humanity, collective spirit, and resilience of Black and Latino families, contributing to a South LA that has power and self-determination.
• Mission: To solidify and advance parent leadership so that all children are rightfully educated regardless of where they live, through new parent participation models and mobilized political will.
• Four Systems Change Drivers anchor the plan’s recommendations:
  • Driver 1 — Strengthen and Expand CADRE’s Parent Base: building a sustained base of at least 15 Black and 15 Latino organized parent leaders, and deepening outreach across LAUSD Region South
  • Driver 2 — Deepen and Deploy CADRE’s Black & Brown Solidarity Strategy: retooling the Parent Academy to center anti-Blackness deconstruction and solidarity as a practiced leadership skill
  • Driver 3 — Amplify CADRE’s Standing in Coalition Spaces: strengthening CADRE’s voice, influence, and formal engagement strategy across coalitions
  • Driver 4 — Incorporate Storytelling as a Community Organizing and Impact Strategy: building infrastructure to capture and elevate parent narratives as a leadership and advocacy tool
• Board Leadership Commitments (2026–2030): the Board commits to championing CADRE’s identity in funder and coalition spaces, supporting a diversified fundraising strategy, providing quarterly financial and operational oversight, leading 25th Anniversary visibility efforts, and partnering on an organizational scorecard to track progress
• An Appendix of Scorecard Domains — including parent power development, school-site fidelity to SWPBIS and BSAP, and coalition engagement strength — will be used to measure the plan’s impact
